I like it. Maybe have him convince a few students to start a riot in the dance. Everyone will be masked so the teachers will have no way of finding out who was behind the riot. Plus since it's just more than once they won't be ready to pin Tony/Death Eaters. Denial is what we need right now because if everyone goes in alert it will be harder to infiltrate the school.

I want the students/everyone to be afraid, but until the Death Eaters finally make an appearance for some to believe that is just a huge prank. So only those in the inside of the DEs an dthe Order will know the true.

Pretty much have them make the same mistake that Fudge did.
