From a young age Percy was known to be ambitious, moreso than any others in his family, and quite the social climber, willing to do anything for a rise in reputation. This lead to friction within the family, not at all helped by his tendancy to anger at any small issue, although as an adult he has outgrown most of these problems. On occasion he has been known to shout at a coworker, but he never lets his temper get the best of him at home, where it really matters.

The other aspect that has been part of him since his childhood is his determination, to get what he wants. Combined with his strict upholding of rules and regulations, he is quite inflexible about some parts of his life, although he is at times secretly very proud of how his daughters push his boundaries.

As a politician, and even when he merely wanted to be a politician, he is appropriately dignified, though some think he comes across as arrogant and pompous instead, particularly his family. On top of that he is stiff-necked and serious, and on occasion has been told that he has a stick up his arse. However, he does have a sense of humour, although it is rarely seen and often comes as a surprise to those who know him.

Percy has always been loud and opinionated. Lately he has been learning to accept others' opinions, and after lessons learned he takes the opinions of his family very seriously. After the terrible years during the second rise of Voldemort, he greatly regrets having been seperated from his family, and so has become even more loyal to them since that time.

Percy is a dignified-looking man in his middle age with short, greying and receding red hair and pale blue eyes. While his features can look a bit harsh, and he doesn't tend to smile often, he doesn't have a particularly mean appearance. He is quite tall and thin, although not as tall as some of his brothers. As he spends most of his time seated or standing, he is not particularly muscular, although he is decently good-looking. While in the past he wore horn-rimmed glasses, lately, as he appears more and more in the press and public eye, he has taken to going without. His clothes are traditional wear for one of his standing in the wizarding world, formal and generally dark, though sometimes his wife or daughters will force him into sometime more colourful.

Percy was born the third son to Arthur and Molly Weasley, four and six years younger than Charlie and Bill, respectively. He didn't have long in that small family before the twins were born, shortly followed by yet another younger brother, and finally a sister. As a child, he usually preferred to read or play with the pet rat that he'd found, Scabbers, than to fool around with his brothers, leading him to constantly be the odd one out in their generally-rambunctious family, although he was known to joke or fool around from time to time. From an early age, he looked up to his father and was fascinated by the Ministry of Magic and the idea that there were laws and rules that every witch and wizard must follow. He decided he wanted to get involved in this process, maybe even be Minister someday, although that was a dream that he kept very neatly to himself lest his brothers tease him for it.

When his time arrived to go to Hogwarts, he joined his family in Gryffindor, although privately he and a certain girl he had met on the train felt that he ought to have been a Ravenclaw. He passed his classes easily and supported his brothers at their quidditch games - sometimes getting overly competitive about it - and tried to be an example to his fellow students. Everyone knew he was ambitious, and to some degree it was not surprising that he received the Prefect's badge in his fifth year. However his brothers teased him, poking at his - admittedly large - ego, even as his parents rewarded him with a screech owl and new robes, and gave his old pet rat to Ron. And it hurt when the others laughed, especially when his father found the jokes funny, but he kept his head high and nursed his pride. To some degree Ron was almost more of a troublemaker than the twins, and Percy spent his time getting them out of trouble.

It was also then that Percy found his first love, the same friend he'd known since first year, Penelope Clearwater. He knew his brothers would tease him, and he liked to keep his private life private, and so they kept their romance a secret until Ginny walked in on them. He was very much upset when Penny was petrified, doubly so when Ginny was taken into the Chamber. Despite how he may appear, he cares deeply for his family, and was greatly relieved when they were whole once again.

In his final year at Hogwarts, Percy was stunned and overjoyed to recieve the position of Head Boy, and learned that Penny was to be his counterpart. He did his best to keep students calm that year, in the hope of leaving a legacy and because he honestly did care about their safety from the dangerous Sirius Black. He didn't learn until years later that the man was innocent. At the end of the year, he sat through his NEWTs and achieved top grades, which he and his parents were very proud of, and managed to get a job at the Ministry working for Bartemius Crouch Sr. while his girlfriend went to study abroad for a year.

To some degree, he had to fight his father's poor reputation at the Ministry, and overworked himself in order to do so. But his dream of working for the Ministry was coming true, and he wasn't going to give up on it any time soon. However, that lead to him being blind when Crouch was acting oddly and eventually disappeared, and the events of that year destroyed what little reputation he'd worked to create. To his immense surprise, the Minister himself promoted Percy to Junior Assistant to the Minister, a job that he had thought was well out of reach. Unfortunately, his father disapproved, thinking it was just a way to keep tabs on the Weasleys and even Harry Potter himself. Percy was blinded by his ambition and saw only the golden opportunity of working for the Minister. And so they had a row, he moved out, and Percy cut off all ties to his family for some time.

It took a while for him to cool down from that fight - Percy was known for having a temper - but when he did, he couldn't bring himself to reach out and apologise, convinced as he was that he was right and his family was wrong. But he very nearly did waver when his mother sent him birthday and christmas gifts, and when he heard that his father had been attacked in the Ministry, it took all of his pride and shame to stop him from visiting St. Mungo's, although he made it all the way to the correct floor by the time his cowardice caught up with him. By the time it came out that Harry Potter had been right all along, Percy was ashamed. He couldn't even meet his father's eye when they ran into each other at work, let alone visit his old home. In the meantime he had been living with Penelope, as she had returned from her travels to work in London.

It was that year that he met Audrey Gamp, a young new intern at the Ministry. They grew close as friends even as Percy grew busier and busier working for the new Minister, since they had the same passion for law and for the Ministry. The stress and pressure from all sides eventually lead Penelope to break up with him and move out, and on top of it all he was forced to go to visit his family to cover for the Minister's ulterior motive - something that he was starting to notice more and more, even as he continued to stay loyal to the Ministry.

Things were starting to change at the Ministry and in the wizarding world. The fighting was open, overt, but Percy stayed well out of it, despite being an excellent duellist. He was a lawmaker, not -enforcer. The summer of 1997 he received and put aside an invitation to his older brother's wedding, wanting to go but not wanting to face his family and ruin the day for Bill. As it turned out, it was a good idea not to go, as the Minister was killed that evening. Percy was ignored in the shuffle of positions, but he was really starting to realise what was going on. Pius Thicknesse had never been the sort of man who had the temperament to be Minister, and yet there he was. By this point, Percy knew his family was being watched and realised that he could do better from inside the Ministry than from without, especially with the anti-muggleborn campaign. Carefully, quietly, he helped both Penny and his friend - perhaps more-than-friend - Audrey escape the country and kept an eye out for his friends and family, as much as he could. Eventually he managed to contact Aberforth Dumbledore in order to find out what was really going on at Hogwarts, as he was worried about Ginny being there.

While it was one of the worst years of Percy's life, he was eventually contacted by Aberforth just in time for the battle. He apologised to his family and they were reunited and whole for the very last time. Not much later, Fred was killed and Percy, distraught at the loss of a brother so soon after making amends, went to get revenge on the attackers. During the battle he fought many powerful enemies, even felling the likes of Thicknesse and Rookwood. After the battle, even still grieving for his brother, Percy and other loyal Ministry officials went to the Ministry to arrest the remainders of You-Know-Who's regime, including the likes of Umbridge, although she put up a fight, putting Percy in St. Mungo's for a few days. It was there that Audrey met with him, thanking him for helping her and her family get out of Britain, and their romance began anew.

Percy played an integral part of the rebuilding of the Ministry, knowing the intricacies of law and the political system. While he was promoted, he had lost his desire to become Minister, and in some ways his work grew more diligent, as he no longer wished to gain a higher standing. He repaired his relationship with his family as well, regretting having missed so much of their lives and not wanting it to happen again.

Some time later he and Audrey were married in a small ceremony with both of their families, wizarding and muggle alike. Not long later they were pleased to find that they were to have a daughter, who was named Molly, after Percy's mother. A few years later, they had another child, this time named Lucy after Audrey's mother. They became Percy's reason for being, and he devoted himself to their upbringing even as he was promoted higher and higher in the Ministry. While Percy may have had more traditional views as to how to raise his children, and was constantly worried for their safety, Audrey balanced him out and allowed the girls more freedom than Percy might have otherwise permitted. Even now, he finds himself totally in love with her despite their differences.

Within the Ministry, he was happy to be working for Kinsley Shacklebolt on her inner council and changing the laws that needed to be changed. Just this summer Kingsley chose to retire and asked that Percy be his replacement, even though he knew that Percy no longer desired the power he used to. After much convincing, he decided to accept the post since the alternatives were far worse, although he warned his family that the difficulties of late may bring them attention and even danger.
